Do most satires end in tragedy?

This book was witty and heady (pun intended), and Willis did a wonderful job building flawed, interesting protagonists. And I know she meant there to be a spot of hope at the end.

Still, the repeated mistakes — both of the protagonists and of the fictional populace — were too real to be anything but devastating.
